Anson & Abenaki Shoreline Management PlanAs part of the relicensing of the Anson and Abenaki hydroelectric projects in Madison, Maine, Kleinschmidt was hired to develop a Shoreline Buffer Management Plan (SBMP). The purpose of the plan was to identify significant environmental, recreational and cultural resources on MPI-owned land within the Anson and Abenaki Project areas and to establish buffer lands to protect those resources. The SBMP identifies buffer management guidelines to help ensure that the ecological integrity and public uses of the shoreland areas are preserved and managed according to stakeholder and client objectives. It provides the client with specific strategies for implementing shoreland protection measures and measures for the continued provision of public access and recreation opportunities at the Anson and Abenaki Projects.

Development of the SBMP (typically 250-350 feet from shore) began with GIS mapping of the shoreline buffer zone along with land use (including possible changes in land use due to development of new recreation sites) and property ownership information. The location of sensitive resources such as rare plants, wetlands, or significant archaeological sites in this zone was also mapped.

The plan incorporated existing information including the results of numerous resource studies including rare, threathened and endangered species; wetlands, riparian habitat; National Register eligibility, archaeological survey, aesthetic resources, recreation enhancement alternatives, and geologic features.
