Minnesota Power (MP) owns and operates the Fond du Lac Hydroelectric Development (FDL), a 12 MW, single unit station that is part of the larger St. Louis River Hydroelectric Project (FERC No. 2360). The St. Louis Project includes four hydroelectric developments and five headwater reservoirs on various tributaries of the St. Louis River in Minnesota. The Project was issued a new FERC license effective July 1, 1995 and amended in May 1996 and June 2006. The current license expires June 30, 2035.
MP is proposing a license amendment to expand the Project by adding a new 11MW powerhouse that would take advantage of minimum flows by discharging into the by-passed reach of the river. MP selected Kleinschmidt to provide strategic planning and licensing services for the amendment. Strategic Planning began with Kleinschmidt providing MP recommendations related to, process management, agency consultation, and potential study plans. Other services have included preparation of the Initial Consultation Document and Environmental Report for the license amendment, negotiation support and meeting facilitation, and the preparation of reports related to feasibility of fish passage and study planning.
The final amendment application will be submitted to FERC in 2008.
