Jacob A. Palmer, III, is Kleinschmidt’s President and CEO. He holds a Ph.D. degree in Chemical Engineering from North Carolina State University and has over 30 years of experience managing business operations, evaluating and implementing strategies designed to enhance client relationships, expand services, and manage costs associated with consulting practices.

Throughout his professional career, Dr. Palmer has held senior management positions with various consulting and industrial manufacturing firms serving private, municipal, and industrial clientele. As CEO of Kleinschmidt, Dr. Palmer is responsible for oversight of technical services performance, marketing and administrative functions, and development and execution of strategic, operational, capital, and human resource objectives. Dr. Palmer has overall responsibility for insuring that Kleinschmidt’s QA/QC processes are implemented and that professional relationships are maintained.

Dr. Palmer has accomplished these goals by focusing the firm’s core infrastructure business and revamping Kleinschmidt’s service disciplines. In addition, Dr. Palmer has implemented an effective client focus program, improved employee communications, and developed an effective quality improvement initiatives program that contributes significantly to maintaining the firm’s leadership role in historical marketplaces. Further, Dr. Palmer represents the firm in its promotional and public relations efforts and maintains professional relationships with the firm's clients.

Dr. Palmer has been affiliated with many organizations during his professional career. He is presently Chair of the Board of Directors of Eastern Maine Healthcare Systems; a member of the Board of Trustees of Eastern Maine Medical Center; a member of the American Institute of Chemical Engineers. He is a past Chair of the Sebasticook Valley Hospital Board of Trustees and past President of the Maine Chapter of the American Council of Engineering Companies.
