Mr. Oakes received a Bachelor of Arts in English, with a concentration in pre-veterinary science from the University of Richmond in 1988. He has also completed post-graduate courses in Environmental Policy at the University of Delaware. He has 16 years of experience in the environmental consulting field.
Mr. Oakes joined Kleinschmidt in 1996. His responsibilities include management of Kleinschmidt’s Licensing Group, project management of FERC Licensing efforts, and management and development of Kleinschmidt’s Mid-Atlantic office in Pennsylvania including development and tracking of renewable energy initiatives in Pennsylvania and surrounding states. Mr. Oakes has extensive experience with preparation of NEPA documents and the design and conduct of environmental studies, primarily in the areas of fish passage, minimum flow, and water quality issues at hydroelectric stations. He has published and presented several papers on these topics.
Mr. Oakes is a member of the American Wind Energy Association, National Hydropower Association, and the American Water Resource Association.
